"],["Class Size Reduction (CSR)
","In 2002, citizens approved an amendment to the Florida Constitution that set limits on the number of students in core classes (Math, English, Science, etc.) in the state's public schools. Beginning with the 2010-2011 school year, the maximum number of students in each core class would be:
18 students in Prekindergarten through grade 3;
22 students in grades 4 through 8; and
25 students in grades 9 through 12.

","In Florida, school concurrency refers to a system of land use regulations designed to meet the demands placed upon public school capacity by new residential development. District school boards and local governments achieve school concurrency when there are adequate school facilities available to accommodate increases in student enrollment resulting from new residential development. A new development cannot cause a school facility to exceed an adopted Level Of Service (LOS). See more about LOS below.
"],["Concurrency Service Areas (CSA)
","The areas for the implementation of public school concurrency requirements in Broward County shall be known as Concurrency Service Areas (CSA), and such CSAs shall be the approved school boundaries for elementary, middle and high schools as annually adopted by the School Board. For the purposes of public school concurrency, such CSAs shall be effective on the first day of the school year, and end on the last day before the beginning of the next school year.

","Core Dining Capacity is the number of students the dining space can accommodate over three lunch periods per day. It is based on a formula defined in the State Requirements for Educational Facilities (SREF). It is driven solely by the square footage of the dining area.

","This term refers to populations, population trends and vital statistics. Specific to schools, demographics relates to the number of students in different geographic areas of the county, including the number of historic, current, and projected students. Diversity characteristics (gender, race, ethnicity, special needs, socioeconomic characteristics and languages) are also part of demographics.

"],["District Educational Facilities Plan (DEFP)
","The purpose of the District Educational Facilities Plan is to keep the School Board and the public fully informed as to whether the District is using sound policies and practices that meet the essential needs of students and that warrant public confidence in District operations. Florida Statute 1013.35 requires the School District to prepare and adopt a District Educational Facilities Plan, before adopting the annual capital outlay budget. The statute states that, \"the plan must be developed in coordination with the general-purpose local governments and be consistent with the local government comprehensive plans.\"

"],["Domino Boundary Change","A domino boundary change involves multiple school boundaries. It is where a portion of a school boundary is moved into another school boundary to utilize available capacity at non-adjacent schools. For example, overcrowded School A is moved into School B, and the boundary of School B is moved into under-enrolled School C to evenly distribute school enrollment between the three schools.

"],["Feeder Patterns","Feeder patterns provide detailed information on student advancement from one school level to another within a particular boundary, based on the address where the student resides. An aligned (clean) feeder pattern is when all the students in one elementary school matriculate to the same middle school and/or all students in one middle school matriculate to the same high school.

","F.I.S.H. stands for Florida Inventory of School Houses. A F.I.S.H. number is used to identify the capacity of a school, which is the number of students a school is designed to accommodate. For example, if an elementary school has a F.I.S.H. capacity of 1,000, it is designed to accommodate 1,000 students. The Florida Department of Education designates and makes adjustments to F.I.S.H.

","Level Of Service (LOS) is the standard at which a public school facility is expected to operate It serves as an indicator of the extent or degree of service provided by, or proposed to be provided by, a facility based on and related to the operational characteristics of the facility. LOS shall indicate the capacity per unit of demand for each public facility. The LOS for Broward County Public Schools is 100% of the gross F.I.S.H. capacity or 110% permanent F.I.S.H. capacity depending upon which one is greater for each boundared school to meet LOS until 2027-2028.

"],["Relocatable Capacity
","Relocatable Capacity refers to wood or steel buildings used for school facilities that physically sit off the ground on blocks. The new Florida Building Code and the Florida Inventory of School Houses (F.I.S.H.) use the word relocatable in referring to temporary buildings. Relocatable buildings are considered temporary accommodations and are not part of the permanent F.I.S.H. capacity of an educational facility.

The geographic area that identifies public school assignments as annually adopted by the School Board. Students shall attend the school in the geographical boundary in which the primary parent(s) reside, unless other School Board policies apply.
In accordance with School Board Policy 5.1 Enrollment and Withdrawal, any parent who submits fraudulent documentation to register a student gives cause for such student to be withdrawn immediately and referred for enrollment in the appropriate boundaried school.

Broward County Public Schools serves over 260,000 students in over 330 schools. To equitably serve our large student population it is necessary to review schools’ geographic attendance area on an annual basis for potential changes. During this review, communities have several opportunities to provide input on all school attendance areas. The process concludes when the School Board votes to adopt the school boundaries for the following school year.

"],["Student Enrollment Projections","Every fall, the District's demographers prepare five-year enrollment projections for each public district school in Broward County. The projections show the future trend at each school by giving the estimated number of students expected to be attending each school, each year for the next five years.
A model is used to project future students by grade and for each school. The model uses an \"aging\" concept, which moves groups of students into the future and increases or decreases their numbers based upon past trends. Projections are first done for each neighborhood, and then the neighborhoods are added together into schools, based upon where the neighborhoods are located. Once initial projections are prepared, many checks are performed to determine if projections are reasonable. The overall School District Cohort (grade by grade) model projections are compared and tested for reasonableness with other models such as the Florida Department of Education (DOE) projections. Checks of reasonableness are performed on the model output by utilizing other techniques such as a cohort survival of one for a given population, attrition rates, and adding children which are anticipated to be the result of new residential development. All of this information is also used in determining the adjustments to the cohort model and as a \"check\" of the model. "],["Traffic Analysis Zone (TAZ)","A traffic analysis zone is the unit of geography most commonly used in conventional transportation planning models. Traffic Analysis Zones are simply a way of identifying different geographic areas or neighborhoods throughout Broward County and is created by the Broward County Metropolitan Planning Organization. Each TAZ has a set of streets or canals that defines the perimeter of the TAZ or neighborhood.
A unique number identifies each TAZ or neighborhood.
